OK, A couple of times in the past few days, my wonderful computer has taken it upon itself to remove my icon dragging privileges. All of a sudden I have found myself unable to drag ANY icons on my system, not even dragging a single file out of winrar to my desktop.
Yet another wonderful 'feature' of Windows7 no doubt. So...

Does anyone know how to re-enable icon dragging once Windows has so thoughtfully stopped me from doing one of the most important things a GUI can do?

Um.. Scanned for a virus? Sounds a bit fooked.
Or, maybe check your "Accessibility" settings, something in there might be locked..
Or the mouse settings..
Does sound really quite dodgy!

In what way is it disabling dragging? Can you not select anything? Or can you select and drag (and see the faded icon as you drag), but then the drag fails?

It could be your keyboard to blame, having certain keys permenantly pressed down (broken electronics inside) can cause strange behaviour like this. It could also be your mouse. If you have a spare keyboard & mouse then I'd recommend switching to confirm if it occurres there too.

and as typical, people jump and blame Windowz. Cos Windowz is responsible for everything going wrong in the World.

The icons select but they don't drag, no transparent icon at all. When trying to drag a file out of winrar it actually popped up a box telling me that the drag and drop operation had failed as soon as the mouse pointer left the winrar window.

Maybe the drag and drop engine on your Windows installation is corrupted. I don't think there is a setting in Windows that would cause that.

Try (via cmd prompt - "Start > Run > cmd") running "sfc /SCANNOW" - checks "protected" (whatever that means) original Windows files are correct.

Also, I second trying a different mouse - seems a quite common fix.

(And probably best to reboot after each step, e.g. after sfc, after new mouse, after doing all the regsrv commands). Also make sure your Esc key isn't stuck.

edit: Try pressing your "insert" key... seems to have solved it for other people.

Other options include re-installing Internet Explorer and re-installing mouse drivers

I encountered the same problem yesterday with XP Home Edition.

I Googled (enable drag and drop xp), and came across this...

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
"Start_EnableDragDrop"=dword:00000001

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoChangeStartMenu"=dword:00000000

Just add those into the registry editor, and the D&D nightmare is over !

The weird thing with my experience of the bug, it never happened before prior to installing Apache 2.2. And although I couldn't Drag & Drop, I could still select multiple items and use Cut/Copy/Paste.
