Is there some utility that can compress the contents of a DVD DL onto a DVD?

I tried using zip or winrar but the compression they offer is just a few meg.

Nope.
Your best bet is to convert the video format, preferably to DivX so that a large majority of DivX enabled DVD players and/or computer systems can then play it back, then shove the compressed video onto a DVD as DATA, not DVD video..

You can't cut a file size in half if 'zip or winrar' will only cut off 'just a few meg's.
Your best bet is to find another file format that works better... or just use a DL DVD. (Or a bluray disk... (Or flash memory... (Or the internet...)))

I tried using two disks and because the data is installer information that came from one disk, it did not work correctly.

I decided to try and put the files into a zip or 7zip file.

It worked including the spanning portion of the software but instead of installing straight from one or two DVDs, I'll have to drag copy the split zip archives off the DVDs into a folder.

Might be better.
