Piper TTS

Piper is "A fast, local neural text to speech system"

You can test the voices online, here: https://rhasspy.github.io/piper-samples/

Download it from here: https://github.com/rhasspy/piper/tree/master

and my batch script which you can use as a say command from the windows cmd, here : https://pastebin.com/MbsgW1pr

(the batch file requires the piper.exe, onnx and onnx.json files to be in the same folder.
Before you can use it, change the set place=r:\ to wherever you want the output file to be created.
It needs the ffplay.exe from https://ffmpeg.org/download.html to play/speak the output without opening any window, or remove the "ffplay -hide_banner -loglevel panic -nodisp -autoexit" to open the wav file with your .wav file player )

Cool. Wil try this evening. There's even dutch in there. Sounds reasonable enough.
