To me, that's Run-Dash-Dash
Even knowing they're not dashes, they definitely are if they come after the word Run!!
But we all grew up calling them different things.
What were they to you?

I called it Run ditt-ditt, as the " symbol is a ditto mark.

My sister called it Run Speech-Marks marks, when she got the Spectrum. Run and those two there is what my dad called them, I just called it Run Double-Quotes.

After Dad got me the Amstrad we just called it CTRL-Enter, or sometimes the load keys.

Mark R Jones (Guy who worked at Imagine and Ocean) calls it "Load dij dij". Freaked me out a bit when he said it in an interview. A little bit freaky!

I'd say its Run Quote Quote
