'Tis why I always unplug my webcam when I'm not using it... And if you have a built in one, here's what you do:
Get a clip or something (Be sure it's safe for your laptop's screen) and put it over the webcam when it's not in use. You could also try sticking some putty there. Then, when your webcam light goes on at random times, take the clip/putty off and flip those bastards off

Latest news on this is that 2 of the IT staff are mostly being blamed, calling the series of pictures something like a Soap Opera.
Not looking good for them..

Methinks the only possible punishment would involve jail-cells, and webcams!
