While I wasn't a fan of the overly-scripted missions (there was seriously one you'd lose by shooting guys in the wrong order) and the driving was, shall we say, challenging to get used to, my vote goes to GTAIV. In the end, you can do so much more with the GTAIV driving physics than you can in the earlier games, and I never ever passed a single mission involving guns in any of the previous games. Just plain couldn't line up a shot to save my life. GTAIV has far, far superior gunplay.

I bought GTA3 and GTA4 and only played one of them for about 10minutes - well I say played, I think the intro took up most of that time...

I've just never had the time to go back to it - always other games or things that took priority. Such is life.
