lospec.com/pixel-editor/ Lospec has a good one too. https://www.stef.be/dpaint/ The browser dpaint seems to have gotten a built in emulated dpaint II preview. Boots up a Amiga and displays the image..

Couldn't figure out how to export/import my colour palette, and the RGB sliders don't let you specify values. The only input is the hexcode value, so I'd have to fart about figuring out all the RGB Hex values of every colour in my default palette. Additionally, I like my Platdude Yellow, Orange, Cyan up at the top of the palette, but also inside the gradient set of colours in their correct positions. Pixquare only likes one of each colour, so my lovely layout of colours in the palette just won't work. Additional additional, if you add colour #808080 to the palette then try to use #808081, it seems to go "oh, did you mean 808080?", second guessing what the user's trying to do, and jumping back to 808080 instead, So, no.

I had requested a grid mode and some color manipulation features. These might be added later. I have no idea how much work the dev can do on his own. Edit: the queue on lospec palettes might be one way to get it into any future apps and tools. But the submitted palette queue might take weeks or months to be processed.
