Perhaps Java? If its safe to assume your users have the JRE the standard library has a pretty monolithic tookit. For GUI apps Swing is easy to use, especially if you have Netbeans.

I'd recommend using a CMS too, but I think that coding your own would be a waste of time.
Personally I'd recommend Joomla if you are using PHP. When theres some functionality you need you can usually find a plugin to do the job. If no suitable plugin exi*snip*

Theres no way around it; you will have to iterate over each pixel, or use some kind of SIMD instructions. GPUs are very good at this kind of stuff, but if youre doing software rendering you can still use the MMX/3dnow resisters to crunch 4 pixels at a time*snip*
